Branded portal. A standalone page at an address you choose, with your logo, colour and policy, outside your theme. Use it for links in emails or a QR code on the packing slip. Search engines are asked not to index it. Guests follow their requests here too.
Permissions. Choose which roles can approve and which can refund. Administrators can always do everything.
REST API. Off until you turn it on. Sign in with an application password of an allowed user.
