Fee tables. The first row that fits the cart sets the fee, by cart value, country, zone or method. Category fees raise the fee for fragile goods. Currencies give a fixed fee, limits and a rate per currency for currency switcher plugins.
Levels. Let the shopper choose, each level with its own promise, fee and limit. The level is saved on the order and decides which reasons the customer can claim. The box still starts unticked.
