The promise is saved on each order when it is placed: what it includes, the limit, the remedy, the claim window and the terms link. Changing settings later does not change what past customers were promised.

The tax treatment of a guarantee fee differs by country and state, so the fee is not taxable by default. You can give it a tax class. Ask your tax adviser.
