REST API and WP-CLI

WooCommerce products and variations get a location_stock field in wc/v3, for reading and writing. Own routes need the manage WooCommerce capability:

• GET wfml/v1/locations
• GET wfml/v1/stock/{id}
• POST wfml/v1/stock/{id} with location_id and delta or qty. Add expected and a stale value gets a 409.
