Shoppers choose a store on the product page, in a switcher (the Location switcher block, [wfmlp_location_switcher] or a slim bar at the top of every page) and at checkout. A delivery order uses that location when it can fill the order. Otherwise your rule picks another, so an order never fails because of a preference.
